cannot build from cvs (xfce-devel)

Guido,

Don't built straight from xfce-dev. It's a mess.

Rather, you can build from the following subdirs :

gtk-xfce-engine-2
xfce4
xfce-utils
xfdeskmenu
xfwm4

(If I've forgotten a package that would have turned to be usable, let me
know)
