First look at xf324

Hi,

I'm writing a (really) small program for importing the panel settings 
from xfce 3 to xfce 4 (i.e. building xfce4rc upon xfce3rc), in order to 
help the migration.

That's in progress, I tested it for the first time, and the result is 
encouraging. Well, it currently looks like this :

Now I must put the right panel in order, and import the popups.
And of course, clean my code.
