[xfwm4] missing root property at start-up

OK, that's quite funny. It's no problem, I already solved it for the
panel. 
The panel is comming along nicely. It now reads an xml configuration
file. I tried if I could use the gtk_menu_ interface for the popups, but
apparently the tearoff functionality does not work. 

Next is a GUI for changing the configuration.
