Hi,
I created a bugzilla account and read that my problem was caused by
the Vertex Theme. I installed Greybird as noted in one of the
replies and it still happens. This was not a problem with 4.10,
4.11 (I was using Manjaro for a while), only with 4.12.
So I filed the bug report indicating that issue.
As I stated in the report, it's not critical, just annoying.
If it gets fixed, great, if not, I can live with the issue.

Hey Marshal,
The best place is to report a bug on our bug management
system, since the behaviour you describe obviously is
unexpected / incorrect. You can do so by filling this form: https://bugzilla.xfce.org/enter_bug.cgi?product=Xfwm4
Hope this helps
