I would expect, when I click anywhere below the side-bar cursor, for
the display to go down by one screen height

I attach two screenshots of the Synaptic package managerd displaying
some 18000+ packages; first one grabbed when opening the program, the
second after clicking once at the bottom of the side-bars of both panes.
