rocketmouse at archlinux ~
$ pacman -Qi xfce4-panel | grep -eReq
Required By     : xfce4-cpufreq-plugin  xfce4-datetime-plugin  xfce4-dict  xfce4-genmon-plugin  xfce4-macmenu-plugin  xfce4-mount-plugin  xfce4-netload-plugin  xfce4-places-plugin  xfce4-screenshooter  xfce4-timer-plugin  xfce4-weather-plugin  xfce4-whiskermenu-plugin

It's seemingly "mandatory" (a hard dependency) for xfce4-panel (at least
on my, probably incomplete xfce4 install), but xfce4-panel is not
"mandatory" (a hard dependency) for the xfce4 DE. You can choose another
panel or don't use a panel at all.
