My approach to this is to alt-tab, but hold alt, and then click the
window that I want from the pop-up.  Not a keyboard shortcut exactly,
but you mentioned scrolling on the window list so just putting it out
there.  There's also the "raise windows while cycling" option in the
Window Manager Tweaks, which might be desirable as well.
