Why does display settings appear?

Installed are a Radeon RX-580 video card and an Acer SB-220Q 1920x1080 dpi
monitor. The screensaver (blank screen) puts the display on standby after 5
min, suspends it after 10 min, and turns it off after 15 min.

When I move the trackball to reactivate the display, the Display setting
dialog is presented. This has not been the case before with a Radeon RX-550
video card and other monitors.

While clicking on the Close button removes the dialog, is there a setting
that keeps it from displaying?
