No need to shout, let's remain calm and polite, shall we?

Raise and focus are somehow related, technically the setting actually
controls if the WM should grab the additional mouse buttons.

Then you can unset raise when clicking inside the window so that you
will focus but not raise.

Also, that hasn't changed in xfwm4 4.18, it's the same as the previous
versions - But the use of client-side decorations might also play a
role in this, as there are no more decorations added by the WM, those
are alway raised when clicking in the window.
