An internet search leads to https://bugzilla.xfce.org/, which says:

This is a snapshot of our old Bugzilla server, which is read only since May 29, 2020.
For new bugs, please go to gitlab.xfce.org

At that page, click on one of the applicable subprojects (Groups), then
click on Issues on the left side of the page. Next go to the upper right and
click on "Select project to create an issue".

You might have to create a gitlab account (or not; I don't know).
