Where is xfce4-screensaver started

I've not followed this thread so perhaps I don't understand the issue. When
the screensaver starts does not affect which screen saver image is used, in
my experience. Using Settings -> Screensaver allows the user to select the
pattern and timing for the tool to use and when to take effect.
