Fortunately not all applications are using the binary blob
~/.config/dconf/user . Dconf is what gets edited by the gsettings
or dconf command. It has got some pitfalls. It's not always possible to
edit configurations by those commands, sometimes it's required to first
edit settings manually by an applications settings dialog, before you
can edit it using gsettings or dconf.
I don't know if leafpad does or doesn't use dconf. It might be listed
by another name than "leafpad". You could grep for "leaf" or "pad".
