Getting panel to expand running apps

Again my new Fedora32 system.

On the panel, it is grouping apps with a little number of how many there 
are of them.

I much rather have the all there with little buttons instead of one big 
one per app

For example on the workspace that has thunderbird it shows:

A Thunderbird button with a little 3 (there are 3 thunderbird windows open)
A Terminal button with a little 2....

I want 5 buttons showing up there.  I looked in tweak and panel and 
cannot figure out what controls this behavior.  I don't recall having to 
change it back on Fedora30.

Help?
