No, because it wasn't released yet, the best you can get now is to build
4.15 release tarballs or directly from git master, just be aware that those
are development releases, although they are very likely stable, there may
be regressions (new bugs).
If you just want to get a preview of what 4.16 will look like, xfce-test[1]
is a good and safe option.
