Cannot span panel across screens

Hi,
I cannot span my panel 1 across two screens. It works for a panel 2 if I
create one.
My ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml is below.
If it cannot be fixed, how can I move all my panel 1 configuration to a
panel 2? Each time I tried to modify by hand xfce4-panel.xml file, the
changes were erased (even when editing from a tty with xfce killed).
