Workspace switcher on panel a mess

I just checked and for some reason mirroring is not enabled and I cannot 
enable it.

Both internal and external monitors are at 1024x768.  The notebook 
screen refresh rate is 59.9 and that is the only option.  The external 
monitor is 60 and the only option.

Mirroring is working.  I am seeing the same content on both screens and 
I cannot drag a window in either direction and have it show on only on 
screen.  But the display settings will not let me enable mirroring.

Any assistance on this is greatly appreciated.

And I just got a new kernel so I will be rebooting shortly.
