Freeing up XFCE key bindings. How do I do this?

This applies to <F1> and <F10>.  The other <Fn> keys don't appear to be
taken by XFCE.

This seems to work well for Emacs started from xfce4-terminal.  Would
this freeing up of <F1> and <F10> still apply to programs started from
another terminal, or from the XFCE menu?  (I haven't been able to test
this, yet.)
