Checking restart support by menu “action buttons”

Hello,

The software package “xfce4-panel 4.14.0-118.1” contains also
the plug-in “action buttons”.
The following actions should be activated for my desktop
according to selected properties.
* Restart
* Shutdown

But I wonder why these entries are greyed out at the moment
when the corresponding menu is displayed.
I would appreciate your advices.
