Scroll-bar behaviour

Hi,

I don‘t think so, but you could try to edit the gtk 2 and gtk 3 settings.

As a starting point take a look at a perhaps outdated thread at https://askubuntu.com/questions/295988/how-to-fix-gtk3-scrollbar-behavior.
Google probably provides newer hints.
