No need to logout or restart.

A screenshot of the problem you see might help others understand what you
mean exactly.

Let me take a wild guess... The inactive windows are semi transparent? That
can be either that:

 - You (willingly or unwillingly) changed that in the
xfwm4-tweaks-settings, in the “compositor” tab
 - Or more likely you are using a an xfwm4 theme which forces that on you
(very bad policy from the theme, ditch it!), switch to another window
manager theme in xfwm4-settings.
