Release notes for 4.13.4

[Please note that this is a development release.]

This release synchronizes the point numbers for 4.12 and 4.13, which are
now relatively in sync feature-wise. This should make patches between
the two a bit easier to manage.

Bug Fixes:
- Fix: Redefinition of DISTCLEANFILES
- Fix: Typo, "PRECISON" to "PRECISION"

Other Improvements:
- Replaced "AC_CONFIG_MACRO_DIR" usage with "AC_CONFIG_MACRO_DIRS"
