keep fullscreen window on top?

I often set a window to fullscreen mode with Alt-F11
It is then also auto-raised, on top of all other windows, I see only THIS
window, without borders (window decorations).

But when I move the mouse pointer to my second display and give the focus
to a window there, die fullscreen window on my first display is
auto-lowered, now behind all other windows. I have to give it back the
focus to have it on top again.

Working with 2 fullscreen windows on each display is not possible any
more.

This bad behaviour is new in XFCE 4.12, with 4.8 a fullscreen window
(without borders) stayed on top.

(How) can I get back the old behaviour?

When I alternativly click on the window "maximize" button, the window
stays on top, but then the window borders and the panel are still there,
which I do not want for a REAL fullscreen mode.
