Taskbar placement

xubuntu 14.04 64 bit
Hi,
I've got two task bars, a vertical which is o. k., and a horizotal which 
is not placed at the bottom but 10-20 pixel higher. If I increase the 
width it extends to the bottom, but when I make it smaller again it 
leaves t#space at the bottom.
What can I do?
