How to really stop focus stealing in XFWM4?

I already had that checked. I also have "Automatically give focus to
newly created windows" (in Window Manager) unchecked.

This is all very mysterious. I wonder if there are other settings that
will cause focus stealing to happen, or if I missed a step somewhere.
