How to really stop focus stealing in XFWM4?

Hi,

sorry for such a basic question, but I need some help in figuring out
the correct way to stop focus stealing from happening in xfwm4. (I
have 4.12.3 on my Ubuntu.)

What I want is that no popup windows should *ever* interrupt typing
(because that's dangerous). I have "Click to focus" selected in Window
Manager and "Activate focus stealing prevention" selected in Window
Manager Tweaks. Yet many popups (new browsers, tooltips from the
network plugin, etc.) are still routinely stealing focus. What have I
forgotten to do?
