Reactivation of arrow buttons in scroll bars by XFCE list displays

Which theme are you using? Some themes enable these steppers by
default and sometimes the following two options can be used to enable
them:

GtkScrollbar::has-backward-stepper = 1
GtkScrollbar::has-forward-stepper = 1
