URL link

I created a stupid link just to see what it contained

test.desktop
[achilles at gort Desktop]$ pg test.desktop
[Desktop Entry]
Version=1.0
Type=Link
Name=test
Comment=stupid test
Icon=gnome-fs-bookmark
URL=http://zdnet.com

Now my guess is if you wrote a script that could create this link thing 
with a prompt to enter the URL address, you could go to 
Thunar>Edit>Create custom actions and put your script name in
Then when you clicked on that, you would be prompted for URL  and your 
script would write that in that directory.

I didn't write a script to test my theory, just putting an idea out there.
