Can't restart/shutdown from the panel icons, logged out instead

My suggestion is to look at your update history to see what was updated (or installed) "about a week ago." Look, also, at any configuration/settings changes you made at that time. Discounting a hardware issue, something was changed to cause this change in behavior.
