Strange clipman startup issue

No hits from either of these:

# grep -Rlm1 clipman /home/user/.local
# find /home/user/.local -name *clipman*

It's weird.  clipman is making some kind of additional change when
it's manually added to the panel but I can't figure out where that is
being done.
