Hi,
If I've understood you properly, you want to remove the menu button from
the panel, but also want to be able to use the menu system, if needed.
Hitting <Ctrl><Esc> will bring up the menu at the location of the mouse
cursor. You can also right-click on a bare spot on the desktop to get
the menu.
Is that what you wanted?
I usually start my apps by hitting <Alt><F2>. There's also access to the
application finder through <Alt><F3>.
Lots of alternatives in Xfce. (This is version 4.10 I'm talking about.)
