Nasty user uca.xml

Hi there,
after having found a replacement for xfprint4, I am trying to change the
according systemwide thunar action in
/etc/xdg/Thunar/uca.xml
But I find that there is a personal uca.xml in every users'
~/.config/xdg/Thunar
which I can't get rid off because it gets recreated on every reboot,
even if deleted after logging off. So changes in the systemwide file
which might happen meanwhile, don't show up in the users' context menu.
Any idea how to deal with that?
