Is xfce4-power-manager-settings available if you try to run it in a
terminal?

The Debian package you need is
https://packages.debian.org/wheezy/amd64/xfce4-power-manager/filelist

The Ubuntu package likely has the same name ;), even for Arch Linux it
has got this name.
