Try this:
http://packages.ubuntu.com/search?keywords=libwnck&searchon=names&suite=all&section=all

I would simply install libwnck-dev and be done with it.

Otherwise a nice way to get (most) development libraries needed is to:
apt-get build-dep xfce4-session
