shadowing bug in xfwm4?

Dear all,
Is this a shadowing bug in xfwm4?

Try the following: Open Mousepad and Midori, roll up the Mousepad
window, then switch to Midori and using alt+tab switch back to the
Mousepad window, then the window will unexpectedly roll back down. Is
this expected?
