automatic startup program wont start.

First, xfce is not a shell, so job control doesn't work. If you want
your snippet executed like in a shell, than put it in a shell script.

Second, isn't devilspie designed to work on all windows to place them?

Third, xfce4.6 is quite old. If you can update to 4.8, you should do this.
