Or users install a FLOSS OS that doesn't come with a default DE, even
not with X. The kernel could be Linux, but also something else, e.g.
FreeBSD. Then users start installing and setting up user space to their
needs.

You won't find GNOME3 in the FreeBSD ports, since it's too much work to
maintain it.

A DE like Xfce can be used for nearly every task and work flow on
production environments. Easy to build for user space on OS that are
similar to UNIX.

It became a fashion to consider Linux distros as a competitor to Apple
and Microsoft products.

There are distros, seemingly Mint is one of them, that are made for
users, who prefer that others set up user space for them, those distros
seemingly provide fancy themes.

I prefer to set up user space to my needs and to the abilities of the
hardware I'm using. Xfce isn't perfect, but because there isn't all that
fancy folderol, it is less painful than all those fancy DEs.

Hifi consumer gear often is fancy, audio studio gear often isn't fancy,
but "sold" to much higher prices and used much more for serious work.
I'm using this analogy, because my Linux PC is an audio production
environment.

If a theme isn't that flashy as common themes, but in exchange
everything is readable under all conditions, I prefer less eye-candy
over eye-candy with e.g. black font on black background and all that
modern crap. I don't want desktop sound, shadows and all that. It
wouldn't fit to my needs.

Changing a wallpaper isn't hard to do.

Btw. I'm thinking to drop DEs completely and to use a WM only, perhaps
something to consider for the "all settings should be in one place"
crew ;). Less layers, less issues, more KISS principle.
