We're talking about two different things here, the panel orientation which
is either horizontal or vertical (and since 4.10 there's a deskbar mode
added to that). The plugins themselves are free to layout their
widgets/labels horizontally or vertically, depending on the panel mode.
We're in the process of making that consistent across plugins, ie layout
labels vertically in vertical panel mode. But the plugins have to be fixed
for that, so some plugins dont work this way yet.
