A simple newbie question.

I've often wondered about this sort of limitation. It seems to me that 
once you have dragndrop functionality in your code, that is should be 
easy to use that anywhere:

menu > panel
menu > desktop
panel > desktop
desktop > panel

Why not give Xfce unlimited ability? I can't believe the code would be 
heavy.
