how do I copy one launcher to a second launcher?

No, the dialog does not provide a drag-source. Only way to do this is 
open the folder (~/.config/xfce4/panel/launcher-X) where the desktop 
files of the first launcher are stored in Thunar. Then open the 
properties of the second launcher and drop the Thunar files in the 
properties.
