Weather plugin 8.0 local time issue

Yes, this is a known limitation (see 
https://bugzilla.xfce.org/show_bug.cgi?id=8105#c30), but I possibly 
forgot it to mention in the TODO (there are lots of TODOs, aren't 
there?). I guess one would need to somehow find out the timezone of the 
location and do the calculations. For me, only very low priority at the 
moment.
