ANNOUNCE: ristretto 0.3.1 released

Hi,
was the previously included documentation intentionally removed
from the tarball, I don't see anything about that in the
changelog? If so, is there a way to obtain an offline copy of it
and to have ristretto use it by default?  If I got it right this
was the plan for core Xfce 4.10 and I'd strongly prefer including
offline documentation in our packages.
