ANNOUNCE: parole 0.3.0 released

The build fails due to the plugin documentation being broken, the
path to the sources is wrong, there is a missing dependency on
the plugin library and even with that added it fails to build.
The installation path for the plugin desktop files set to
$(datadir)/src/misc/parole-plugins-$(PAROLE_VERSION_API) which
also doesn't seem right.
