I think we indeed found a bug here. I had set window grouping to
'Never'. I turned it on and found out that grouped windows cannot be
ordered by drag & drop, instead only the grouping folds down.
Somehow I can understand this, but I cannot even drag a not-grouped
window over a window group. I consider this a bug.
