Bottom Icon bar disappears.--solved

I opened a window and ran xfce4-panel. The panel appeared.
However the panel at this point is dependent on that window.
Went to Settings->Session and Startup
Checked "Automatically save session on Logout"
Signed off from the session.
Now the panel appears every time. And I know how to fix it if it
doesn't.
