4.8.x Panel - Increasing the max characters shown of the text of grouped winows

Sorry, but it's been a looong time. And I just did a clean install(after a
massive hdd failure).  In 4.8.x I can't find a gtkrc-2.0 file anywhere...all
the conf files in .conf/xfce4/* seem to be xml files. And none of them are
referenced in that xfce4-panel docs.  Can I get some help in pointing me in
the correct direction for this in the newer system?
