Move items on panel, how to -

        I have icons on panel one and would like to be able to move them
        around to order them as I am accustomed. I can create a new item
        with the launcher but that is a cumbersome method.

        Right clicking on an item offers a "move" but that just goes
        right back to the initial location when I left click and try to
        place it where I want it.

        What am I doing wrong or is something broken?
