Unable to get a panel on multiple screens

OK: houghi at penne : xfce4-panel -V
xfce4-panel 4.8.2 (Xfce 4.8.0)

However now many panel plugins are unavailable even though they are
installed. So another build and now with `./configure --prefix=/usr` and
it all seems to be working now.

For a moment I thought I needed to build all of XFCE. :-/

All is well again.
