What I currently do is configure the keyboard layouts in Settings >
Keyboard > Layout (uncheck 'use sys defaults') and switch between
layouts using fbxkb. You might also try to use the 'keyboard layouts'
panel plug-in, but beware that it tends to crash randomly.
