I am not sure I follow. Icons can be turned off in Settings > Desktop
> Icons. As for the 'automatic configuration' of panel launchers (at
least I'm talking about these), you are always free to manually enter
'name', 'description', 'command' and associated 'icon'. If you mean
the Xfce Menu, it's a limitation of the current 4.6 series and as far
as I know it will be editable again in 4.8.
