Thanks Mathias, perhaps I was not clear. The uncompressed
themes are already in ~/.icons; however the xfce application
which lists the cursors could not see them until they also were
copied into ~/.themes.
The problem remains that although the cursors are now visible as
an option to choose from within the xfce desktop cursor
application -- when a particular selection is made the cursor
theme is not actually activated when I log back into xfce.
I'm looking for a resolution to this difficulty.
